Johnny W. Hill is the Assistant Superintendent for Business and Financial Services.  He has oversight for the District's budget and business operations.
 
Johnny works with the Director of Budget and Accounting who oversees a number of departments including accounts  payable, budget, cash and debt service management, finance, mail distribution, and payroll; and the Director of Purchasing who manages the District’s procurement functions. These departments provide direct administrative support to the campuses, as well as other departments, on a day-to-day basis.
 
Johnny earned a Bachelor's in Business Administration degree from Texas Tech University, a Master's in Business Administration degree from West Texas A&M University, and is a certified public accountant.  He has over 20 years of experience working in both the public accounting and the education field.  Prior to beginning his tenure with Lake Travis ISD in July, 2009, he worked in the Seminole, Perryton, and Dimmitt School Districts. 

 

The Business and Financial Services Department manages the various funds and budgets for the District, which includes an operating budget (general fund) of $80.3 million.  This funding is used for teacher and employee salaries, services for students, school and facility maintenance, student transportation, state recapture (Robin Hood), and other expenditures.  The District has an annual debt service fund budget of $16.5 million.  This funding is used to pay for the retirement of bonds and interest on outstanding debt. 
 
In addition, capital projects funds are used for the construction of new schools and support facilities, as well as for the renovation of existing schools and infrastructure and equipment for other departments, all in an effort to meet the growing needs of the District.
 
There are two on-going bond programs:  the 2004 Series Bonds and the 2006 Series Bonds.  Lake Travis ISD is one of only seven districts in Texas to receive a "AA+" bond rating from Standard and Poor’s.
