New State Law Requires Annual Parental Consent for Health Services, Counseling Services, and Student Participation in Clubs
During the 89th Texas Legislative Session, lawmakers passed Senate Bill 12, which requires school districts to obtain parental consent each year before providing certain routine services to students. This law goes into effect on September 1, 2025.
In Lake Travis ISD, parents/guardians will be asked to provide consent for the following:
- Health Services – routine care provided by nurses or trained staff (first aid, screenings, medication administration, chronic condition support, etc.).
- Counseling Services – support provided by school counselors (guidance lessons, short-term counseling, prevention programs, academic and career planning, etc.).
- Student Clubs – participation in campus- or district-sponsored clubs, including academic teams, service organizations, extracurricular activity clubs, and interest-based groups.
Next Steps for Families
Consent forms are now available in Skyward Family Access. Parents/guardians may log in to view instructions and provide or deny consent. Refer to the images below:

A form must be completed for each child. Parents can view their selections by navigating to Family Access → Student → Features. Selecting a feature will display the results, as shown below:

Consent may be changed or revoked anytime during the school year by contacting your child’s campus. Please note, if a form is not submitted, the district must assume consent has been denied.
